No, they are not. val-tags is automatically generated (not sure when
exactly), taginfo is for server-side scripting.

I'm not sure that's a typo. val-tags is generated and updated by the
system (same as history is), where most of the files in that directory
are handled with the standard checkin methods. The checkin method
creates a new ,v file and moves it into the directory. The val-tags and
history are edited in-place AFAIK.
