I had the same impression when I started using them both.  I recently 
tried the updated WinCVS (with merge indicators!) and found it's better 
polished now than awhile back.  It's macro capability would be much more 
valuable to me if I only knew Python... :)  Very much a good thing if 
you're moving between a lot of sandboxes and doing a lot of repetative 
activity.
