cvsnt 2.0.30

Seems to be OK.  I'd rather make a stable release sooner rather than 
later as there's some new stuff waiting to go in, so give this one a 
stress test.

* If a directory is blocked by NTFS (or other) permissions,
   treat that as implicit 'no access' ACL, rather than a fatal error.
* Some more of the mergepoint corner cases
* Fix administrative file rebuild which broke in .29
* Ability to change the branch of a newly added file before committing 
it, using 'update -r'.
