[cvsnt] Does chacl command of CVSNT accept HEAD branch ?

Thank you, Glen. 
That was my original thought, too. 
In our CVS implementation, I'm planning to make 'HEAD'
the release branch which requires tighter security.
And the development branch will start off of HEAD
which developers have access to.
