[cvsnt] Problem Authenticating into CVSNT Server with pserver

have installed CVSNT 2.0.20 on Windows 2000 Advanced Server 

have given the cvsnt and cvs repository on D: Full Control for everyone 

this is the error 

D:\>cvs login
Logging in to :pserver:SR17118 at localhost:2401/cvsroot
cvs [login aborted]: connect to LOCALHOST(127.0.0.1):2401 failed: Connection 
refused 

D:\>cvs logout
Logging out of :pserver:SR17118 at localhost:2401/cvsroot
cvs logout: warning: failed to open D: for reading: Permission denied
cvs logout: Entry not found.
