[cvsnt] cvs [server aborted]: Couldn't connect to lock server

Same problem as Kevin (guliteb at online.sh.cn)
CVSNT 2.0.41a on XP-Pro, I get the error:

cvs server: Error connecting to host localhost: No such host is known.
cvs [server aborted]: Couldn't connect to lock server

The machine is clean of firewall or antivirus software. WinXP-Pro has
some sort of internal security policies (Control Panel>Administrative
Tools>Local Security Settings>IP Security Policies on Local Computer),
but they're all marked as unassigned. 

Any idea?
