cvsnt 2.0.50 (release candidate)

* Don't use RCS files to store temporary permissions.  Cures an obscure 
problem found during live testing (we don't have everyone in 'domain 
users' but spread across several groups, so RCS files were becoming 
unwritable... this affects 2.0.41a too but is obscure enough that nobody 
has encountered it yet).

One unobvious side-effect of this is if you upgrade a Unix CVS server to 
CVSNT you lose all the execute bits, as Unix CVS holds all its 
permission bits on the RCS files.  This is easily fixable with a commit 
but probably needs documenting somewhere.
