I believe I read that as an addition to the "feature" release. Since
this is opposed to the "stable" release, we opted for the 1.11.15 build
for production. So I can't comment on whether it works or not, but it
certainly is a good feature.

Yes, I think so. The certificate is signed by CollabNet's CA (they are
the people financing the Subversion development). I suspect that they
have temporarily locked down the cvshome site so that they can make sure
everything is cleaned up.
Check the cached Google page for cvshome.org from last week for more
details...
