That is a vauge question so I will give a vauge answer...

I don't know about PVCS Tracker (we left that a long time ago) but we
write ODBC updates directly to our bug tracking system using Perl code
we wrote triggered from the CVS loginfo mechanism.  Tracker sits on a
SQL database I believe so sure - it's possible.

Research loginfo and commitinfo.
