Unless you've previously checked out a repository with the template
as valid, then it won't do anything, as the template must be stored
locally first.

Also there are issues using templates outside the current directory -
provided the CVS/Template file exists you'll have to do:

cd Part1
cvs ci

Frontends like Tortoise and WinCVS handle this much better than the
command line.
