TortoiseCVS doesn't use SSH with the ssh protocol, it used ext with it's 
own version of plink.  I believe the reason was so they could raise a 
dialog for the password if necessary (apparently they can't with the 
standard ssh client).  You'll get a better answer if you ask directly on 
the TortoiseCVS list.
