[cvsnt] how to check if the port 2401 is closed?

when I use Wincvs to connect to the server it gives me error, saying 
connecting host actively refused the connection.
 
 
How can I check if the port is closed?
CVSNTservice is running, I checked that
 
 How can I check if there is a firewall?
