Which version of cvsnt are you using?  (use "cvs version" to check). 
That was a problem with win32 builds in recent versions but has been 
corrected in the latest stable release.  I believe 2.0.58d corrects the 
problem with renaming file.

The ordering of permissions has been mentioned previously as well (and 
I've seen it too) but I'm not sure what the resolution was.
