Not necessarily.  pserver uses different forms of authentication - 
they're not exactly equivalent (btw you should *not* use your domain 
password with pserver unless you are very sure of the security of the 
LAN - certainly never across the internet).

sspi authentication is entirely in the domain of Windows.  Make sure 
that these users can login over the network to the cvs server, and check 
the logs on the domain controller as it will tell you why the login is 
failing.
