[cvsnt] Server-side ignore

I'm really new to CVS, so excuse the 'entry'-level questions :P
Is it possible to specify a .cvsignore on the CVS server, which would
override all clients' .cvsignore files? (Where?)
Also, which files are typically ignored for code on the Microsoft .NET
platform? My list currently looks like this:
*.suo *.user *.scc *.resources *.exe *.dll *.webinfo *.pdb *.licences
*.vspscc *.vssscc
