[cvsnt] What's going on here? is cvs diff broken?

I'm baffled by the following...specifically by why "cvs diff pwd.c"
produces NO output.
this is a paste of several cvs commands. Any suggestions as to how cvsnt
can exhibit this behavior would be appreciated.
