[cvsnt] check in a file under a directory while CVS directory does not exist in that directory

Hi,
 
I want to be able to checkin a file under a directory which does not have a CVS directory. CVS directory has the following files:
Entries  
Entries.Extra  
Entries.Static  
Repository  
Root
 
Do you think this is possible in CVSNT (2.0.58d) ?
