We did have that but it caused more problems than it solved.  Each 
individual file is atomic, and checkouts are atomic in that you won't 
get partial (active) commits in your sandbox.

Once the database work is done later this year it'll be possible to do 
this properly, but it'll be default off (since I hated it...)
