Usually is very easy.

1)  Make sure you have ssh installed and working (typically is with most 
  Linux distros AFAIK).  Try using putty to connect just to make sure 
your login is working with SSH.

2)  Use either :ext: or :ssh: protocol with WinCVS.

That's it.  You can also set up a public keys, etc. but for the basic 
setup that should do the trick.
