[cvsnt] codepage translation problem

i'm in an update cycle on our cvs environment here and i 
discovered now a problem where i know the reason, but don't
know what's the best way to solve it...

previously used:
client: 2.0.51d
server: 2.0.51d
- no codepage translation problems
- files like "Português.str" are updatable and commitable properly

first update step:
client: 2.0.51d
server: 2.5.01.1976
- no codepage translation problems
- files like "Português.str" are updatable and commitable properly

second update step:
client: 2.5.01.1976
server: 2.5.01.1976
- cvs.exe update: Server codepage ANSI_X3.4-1968 does not support all
characters sent by client.
- files like "Português.str" are updated as "Portugus.str"

Here my quesions:
- Is it possible to set codepage translation to inactive?
- Is it possible to configure codepage translation to understand the missing
characters?
- how to setup the server to use codepage CP1252?
