[cvsnt] CVSNT and SSH

I have install CVSNT and OPENSSH on the windows 2003 server. I am able to login but not able to checkout or import module. Here is the error message I am getting.
 

cvs -r -d :ssh;username=ray;password=123456;hostname=192.168.1.52:/CVS/cvs import -I ! -I CVS -W "*.exe -k 'b'" -m "no message" -- PHP avendor arelease (in directory C:\I386\DRW\PHP\)

cvs: not found
