Yes, I've used it for years on a Win32 CVSNT server (for *nix servers
there are other options). It's Bo's application, and he maintains it well.

You don't have a users file set up. That's part of the instructions to
set up CVS Mailer -- make sure you added users to your CVSROOT and you
added the line for users into the checkoutlist file.
The rest of the logs are consistent with a missing users file -- the
mailer can't find any legit email addresses to send to (or mark as from
either), so you obviously get no messages.
Otherwise it looks like you're set up correctly.
Bo -- Might be a good idea to put WARNING: in front of some of those
entries that represent a misconfiguration. Specifically, changing the
following lines would better highlight his problem:
20050827 13:35:45 WARNING: Users file not found so loading users data
from ini file instead
20050827 13:35:45 WARNING: Could not get mail address for user
michel.landrain. ReplyTo disabled
