[cvsnt] file locked while tagging

We sometimes get the error: "file locked by aaaaaa" while tagging a module.
I have tracked the cause to two developers tagging the same module concurrently (different tags).
Is there a way to increase the time-out delay so that when two clients are contending for the same file(s) that the 2nd will wait longer for the 1st to release it before giving up?
