Arthur does, so it tends to compensate.

It's really hard for the client to tell the difference between a branch 
and a tag.. there's nothing in the edit protocol that allows it (edit is 
still almost totally client-side, although it's been extended a lot to 
allow things like reserved edits).  Ideally an edit on a sticky tag 
would be just straight denied.. however the way edit was originally 
designed (and still works on cvshome cvs) is not for any kind of 
reserved edit, just to make a local copy of the file.  We still have to 
support that usage for those that use it like that.
