I have now tested command line execution of the rcs command viewcvs
uses on several different files.
It turns out that the failure is on binary files whereas text files
work just fine.
So if there is a binary file inside a server side folder then ViewCvs
will fail to show this folder's contents if the binary file has been
committed using a later build of cvsnt.
