Only cvstools.dll needs a regtypelib as it contains the COM interface. 
  the cvs.exe doesn't need regsistering any more.

No.  2.5.02 will stabilise to the next stable release, and 2.6.01 will 
be the one after that (that'll be the major change with the new core).
