It was changed as a result of feedback from users.  Put a + in front of 
the second line if you want it to execute also:

^Test1	dgcvsnotify loginfo;"%r" "%{sVv}" "$USER"
+^Test1	%R/CVSNTADMIN/bin/app-log.bat %R/CVSNTADMIN/log/test1-log
""%{sVv}"" "$USER"
