[cvsnt] can not commit changes to a branch

You cannot use "another program" to put files under cvs control into a
sandbox! All such files must be checked out or created by update via cvs.

When i work in a branch i usually get missing files from a main trunc
with 'cvs update -f'. When i want to make some changes an save then in
a current branch i do 'cvs edit', edit, 'cvs commit -r branch ' and
receave:
cvs server: Up-to-date check failed for `d_event_list.srd'
cvs [server aborted]: correct above errors first!
cvs commit: saving log message in D:\Temp\cvs194.tmp
Is this a bug or a feature? My problem is that i upload files into
sandbox by an other program and can't know what files are changed or
not until this program save them to sandbox. And this is not good when
we split all files into branch just in case. Or is it good?
