[cvsnt] CVS lock server

Is this the cvsservice.exe or do you mean cvs.exe?
cvsservice.exe is started once when the PC starts and so is one instance.
But cvs.exe is started once for each and every folder to process if I am
not mistaken (I might be though...). In which case there will be one cvs
per folder and user.
Then again if cvsservice.exe is the one who gets the lock then all is fine,
but if cvs gets it then we might see this strange behaviour.
