You have to specify the CVSROOT only *once* for a given checked out
file set (= sandbox). This is done when you perform the chackout.

After this all operations commanded within the sandbox will
automatically use the CVSROOT you used during checkout. So commits,
updates, tags, branching etc are all done without even once specifying
a CVSROOT value.
The original settings are stored in the hidden CVS directory within
the sandbox.

This is all explained in even very basic CVS literature...
