You are wrong....
The beauty of the chacl command in CVS is that it is CVS specific and
you can apply different permissions on various branches of a single
file. One example is to lock down a branch that has served its purpose
so that noone is able to commit anything anymore on that branch.
So I think this gives you exactly what you want. :-)
