[cvsnt] History Logging Enabling

Hi All:

I'm having trouble using cvs history.  Whenever I try to use cvs history, I
receive the following error: 
	cvs [history aborted]: History logging is not enabled on this
repository.  

I reviewed the documentation on the history file and it states that logging
should be enabled on the reposity using cvs init command.  Unfortunately,
this does not seem to be the case for my installation.  I checked out the
config file and set LogHistory to all, but it did not correct the situation.
I then added the HistoryLogPath variable to the config file.  After doing
this, I received the following error when attempting to use the cvs history
command: 
	cvs history: E d:\cvsrepo\cvsroot/CVSROOT/config: unrecognized
keyword 'HistoryL
	ogPath'
	cvs [history aborted]: History logging is not enabled on this
repository

If anyone knows how to correct this issue, please email me back.  I
appreciate your help.
