pserver will *not* work on 64bit windows.  pserver on Windows requires 
OS-level hooks to impersonate users and this requires a true 64bit build 
of cvsnt.

The first official 64bit cvsnt will be early in the 2.6.x cycle (this 
will require switching to vs.net 2005, which has other knock-on effects 
for other projects so needs some thought).
