Right. But a control panel applet is a DLL run through rundll32.exe that
happens to be in system32. Therefore the application run dir is system32.

It looks like CVSNT uses a newer version, and because GNU didn't care
about a little versioning of the DLL name it will cause a lot of
headaches, being used by a lot of open source software.

AFAIK iconv.dll is used for character set conversions. If PHP can't use
the newer dll, some functionalities may be broken.
