[cvsnt] Non-watched/Read-only Sandbox Files

No, I don't think so: 1. we're running Win2K clients (does CVSNT's cvs.exe
use a umask environment variable??), and 2. we're only seeing this on a
handful of files (sprinkled around a couple directories and in directories
where other files are r/w).
