I can see the point of the list, but the way it's maintained is, quite
frankly, crap... not a lot that can be done about it for 2.5 though.
In 2.6 it's all in the database anyway so is not an issue (tags have IDs
so they can be linked to a directory.. if a tag isn't there it doesn't
exist).
