[cvsnt] CVSNT 2.5.03 Build 2132/3 and cvslock problems

Hi,

I deinstalled CVSNT 2.5.02 Build 2096, restarted my machine and tried to 
install CVSNT 2.5.03 Build 2132. During the installation process I get a 
warning dialog

   Service 'cvslock' (cvslock) failed to start. Verify that you
   have sufficient privileges to start system services.

   [ Cancel ]       [  Retry  ]          [ Ignore ]

The same happens with build 2133. I'm the local administrator and installing 
previous CVSNT versions on that machine using that account never caused 
problems. I'm able to start/stop other services without problems.
