I looked at cvsnt.org for the wiki but could not find it. Could someone
point me to it?
Also: do I copy the repositories first and then run the service control
panel or vice versa?

Should work fine. I think there's a wiki article about moving
repositories, but I don't recall the specifics.

No, just a PITA for you. You can use a bulk file editor to search for
the CVS\Root files in your sandboxes and change them to point to the new
server name. There's also a macro in WinCVS to do that.
