.. which is pretty much what you must do - someone still thinks this 
file is important otherwise they wouldn't have committed changes to it. 
You think it should be deleted - you need to talk to the other person 
and resolve this delete/not delete conflict (which can't be done in 
software).  In the mean time deletion is not an option.
