Avoid using any directory named "CVS" (except the ones created
automatically by CVSNT when you checkout a module, which are usually hidden).
W: looks like a network share, not a good idea... Place your
repository on a physical disk on the same machine running the cvsnt
server software.
Also, declare your repository using the CVSNT control panel, giving
it a name, and use that name in your CVSROOT. Using :local: (or a
repository path as you do) is not a good idea either, unless you are
the *only* one accessing the repository. Setup a proper cvsnt server
instead, it's easy.
And there is no need to set the environment variable; for your
initial checkout you can use then -d option, and afterwards, you work
inside your sandbox so CVSROOT is already known.
