[cvsnt] History Enabling

Hi,
   
  I want to check the history for my repository. when i give the CVS history command it shows the following error message:
   
  "History Logging is not enabled on this repository"
   
  According to the CVS Documentation I created a file named "history" in the CVSROOT. After it iam facing the same error message as above. 
   
  I think there is something missing on my part.
   
  how can i enable this option please guide me
