I know that with XOOPS (a derivative/rewrite of Nuke/PN origin) it is
fairly trivial to have a page that's got the system 'wrap' around it
(e.g. theme, menus, side blocks) and the content custom PHP code. That
would be easy to have an included file that is output from the build
system. It is entirely possible that PHPNuke has some similar ability.
I've had fairly good luck with the XOOPS system and community. There
are a LOT of portal systems out there though, and I can't claim enough
general knowledge of them to recommend any one in particular.
