[cvsnt] Timestamp question/issue

Everything in cvs is calculated from GMT, including the $Id$ strings. 
Certain commands can display local time (log -T, status -T) but there's 
nothing currently for command substitution (which would have to be local 
time on the server not the client which may not be what you want).
