[cvsnt] cvs server: Rot13.java added independently by second party

I recently created a new repository with the command  

 

cvs import -Cd . trunk initial -m "initial" 

 

Now, however, when I try to do a commit, I get the error message in the
subject line.

 

It seems the fix for this is to delete everything and do an update. This is
inconvenient. Did I do something wrong?
