[cvsnt] repository administrators?

BTW, it is written in this section:

If SystemAuth = Yes the user is considered to be an administrator of
[sic] they are listed in the CVSROOT/admin file or if they are in the
'Administrators' group (NT) or 'cvsadmin' group (Unix).

I explicitly changed SystemAuth to Yes (and I think it is the default
value) in CVSROOT/config, and even restarted the CVSNT service. But it
still does not work. I am in the Administrators group. Only the admin
file works.
