[cvsnt] Control Panel Quits on XP Home - Please Help

CVSNT server isn't supported on XP Home, and in fact doesn't work.  It
*is* supported (and works :-) )on XP Pro.  Microsoft crippled Home's
networking sufficiently to cause problems for the server.

CVSNT client works on both platforms.
