[cvsnt] How to get commit email notification

If you are on Windows2000 then how can you use a loginfo call like this:
Default ACM /usr/bin/mail -r $USER -s "CVS: %{} updated" user at yahoo.com
On Windows there is no such thing as /usr/bin/mail at all!
