[cvsnt] Buiding on Windows

I am trying to build CVSNT on Windows. I get the following messages (among 
many others):

C1083: Cannot open include file: 'dns_sd.h': No such file or directory
c:\users\dwsmith\src\cvsnt-2.5.03.2207\cvsapi\mdns_howl.h(29): fatal error 
C1083: Cannot open include file: 'howl.h': No such file or directory
c:\users\dwsmith\src\cvsnt-2.5.03.2207\cvsapi\postgres\PostgresConnection.cpp(28): 
fatal error C1083: Cannot open include file: 'libpq-fe.h': No such file or 
directory
c:\users\dwsmith\src\cvsnt-2.5.03.2207\cvsapi\postgres\PostgresRecordset.cpp(31): 
fatal error C1083: Cannot open include file: 'libpq-fe.h': No such file or 
directory

I understand that some of the missing include files are available on the 
March-Hare website. Unfortunately there is a link to the howl 1.0.0 compiled 
for WIn32 (to build the lockserver). Unfortunately the link is broken. Where 
else can I get this package?
