[cvsnt] Strange behaviour when delete edited file

Hello.
When i delete an edited (with "cvs edit filename.txt" command) file
with "cvs delete -f filename.txt" and so make "cvs commit " file
remain edited. I can see that when do "cvs add filename.txt" and so
"cvs editors". Is it expected behaviour?
