The ,v file is an RCS file - it is not a valid comparison to attempt to
compare a checked out file to one, as they will always be different.
The only thing I can think of that could fool cvs diff is if the
timestamps are identical on both files - something that sometimes
happens with network shares (one of the reasons they're unsupported).
